NOC for Online FSSAI License for Importers
For businesses looking to import food products into India, obtaining a No Objection Certificate (NOC) is a mandatory step before applying for an online FSSAI license. Without an NOC, you cannot legally import or get approval to handle food products in the country.

Documents Required for NOC Application
Bill of Entry – A customs document confirming the import of goods into India.
End-Use Declaration – A declaration stating that the food is not genetically modified (GM) food.
Country of Origin Certificate – Certifies the origin of the food product being imported.
Import-Export Code (IEC) – Issued by the DGFT (Directorate General of Foreign Trade).
FSSAI Food Business License – Proof of a valid license issued under the Food Safety and Standards Act, 2006.

Process for NOC Issuance
The authorized officer may raise queries which must be clarified by the importer.
An inspection team may accompany the evaluation, including tasting samples of the imported food.
Only applicants meeting all regulatory requirements will be granted the NOC.
Food License Registration Procedure
The FSSAI registration and licensing process begins once an application is submitted online, and a unique Application Reference Number (ARN) is generated. After this, three possible scenarios may occur:

Direct Approval
If the FSSAI authorities verify the application and documents and find them complete and compliant, the organization can immediately commence business operations.

Submission of Additional Documents / Inspection Required
Sometimes, authorities may request additional documents or missing information. After submitting these, the system generates a unique application ID.
If no inspection is required, the Food Business Operator (FBO) can begin operations after 60 days from submission.
If an inspection is required, officials will conduct the inspection and issue a report. Once all formalities are completed by the applicant, the FSSAI license is granted, typically within 60 days.
If the inspection report is not processed within 60 days, the organization can still start operations after the 60-day period.

Notice of Improvement (NOI)
In some cases, the organization may receive a Notice of Improvement, specifying a period within which the deficiencies must be rectified.
Failure to address the issues within the stipulated period will result in the application being put on hold, followed by the announcement of a new date along with a payable fine.
If the problems are still not resolved, the application may be cancelled. After cancellation, a new application can only be submitted after 90 days.

Detailed plan of hygiene, safety, and quality measures for handling and processing food.

Authority Letter (Mandatory for Manufacturers/Processors)
Specifies the responsible person and an alternative person.
Defines their powers, including assisting officers during inspections, sample collection, packing, and dispatch.

Water Analysis Report (Mandatory for Manufacturers/Processors)
Conducted by a recognized/public health laboratory.
Confirms water is potable and safe for use as an ingredient in food.
